This three-year project (2025–2027) strengthens the quality of care in 12 health facilities by investing in the professional development of healthcare staff and ensuring continuity of services. It focuses on strengthening the health workforce to respond to both communicable diseases (HIV) and non-communicable diseases, without disrupting service delivery.

The Intervention

  • In-service training and on-the-job mentorship in wards and laboratories

  • Short, frequent training modules (classroom sessions, side-by-side coaching, expert visits, internships, and onboarding for new staff)

  • Training calendars and needs assessments updated every six months

  • Technical coordination with the Ministry of Health and provincial health authorities

Objectives

Overall objective: to contribute to the achievement of SDG 3 in Mozambique, with a focus on strengthening the health workforce (target 3.c).

Specific objective: to improve the management of HIV, hypertension, diabetes and cervical cancer in the 12 health facilities supported by the DREAM programme.

Main Activities

  • Updates on protocols and guidelines, with hands-on in-service sessions

  • Periodic supervision and clinical and laboratory audits

  • Onboarding pathways for new staff and exchanges with expert professionals

  • Continuous accompaniment of participants over a 36-month period

Expected Results

  • More competent and stable healthcare staff at facility level

  • Improved adherence to protocols and continuity of care

  • Uninterrupted services ensured through rotational training and improved staff retention
