The Community of Sant’Egidio ACAP APS and the NGO Peace and Development Trust, as part of the DREAM Program with the support of Italian Cooperation, is issuing an international call for bids for the supply of medicines, consumables and reagents, for Blantyre – Malawi.

The contract, with an estimated duration of 24 months, aims to support prevention, diagnosis, and monitoring activities for HIV, tuberculosis, and comorbidities in the districts covered by the project “INTER-LINKED: integration of health services to combat HIV, TB, non- communicablediseases and women’s cancers in Malawi

The Community of Sant’Egidio ACAP APS and Peace and Development Trust, announces the launch of an open international call for bids for the supply of medicines, consumables and reagents for Blantyre, Malawi as part of the project:

“INTER-LINKED: integration of health services to combat HIV, TB, non- communicable diseases and women’s cancers in Malawi”  funded by Italian Cooperation.

The contract will take the form of a framework agreement, with an estimated duration of 24 months, and aims to ensure the regular and timely supply of medicines, medical supplies, and laboratory reagents essential for supporting HIV and tuberculosis screening, diagnosis, and follow-up activities, as well as interventions related to HPV, hypertension, and diabetes, in the districts covered by the project in Malawi.

Lots of the tender:

 

  • Lot 1: Supply of Medicines for Blantyre
  • Lot 2: Supply of Consumables for Blantyre
  • Lot 3: Supply of Reagents for Blantyre

 

Bids may be submitted for one or more lots, in accordance with the details set forth in the official procurement documentation.

Award Criteria:

The contract will be awarded based on the best value for money, according to the following weighting:

Technical quality: 50%

Price: 50%

Deadline and Submission Procedures:

Bids must be submitted no later than the 8rd of September, 2026 at 4:00 p.m. (local time).

Electronic submission is not permitted. Bids may be submitted in English.

Summary of Documentation to Be Submitted by the tenderers:

Interested companies must submit, under penalty of exclusion, the complete documentation as specified in the official tender documents, including, in particular:

 

  • A duly completed and signed tender form;
  • A duly completed and signed identification form as well as the declaration of honor;
  • A sworn statement regarding the exclusion and selection criteria, duly completed and signed;
  • Document certifying the duly authorized signature (articles of incorporation, power of attorney, notarized declaration, or equivalent), demonstrating that the person signing on behalf of the company, group, or consortium is legally authorized to do so;
  • Business license or legal registration of the company, including VAT, official records, and any other applicable statutory documents;
  • Certificates or financial statements for the last two fiscal years (tax returns or balance sheets), attesting to revenue from goods and services;
  • Documentation supporting relevant experience: copies of purchase orders, contracts, or equivalent documents relating to at least 03 (three) contracts executed over the past four years, in fields corresponding to the lot(s) for which the bidder is submitting a bid (in accordance with Section 15, Part 3 of the Contract Notice)
  • Authorization documents from the manufacturer for the exclusive distribution of the proposed products;
  • Health authorization from the Ministry of Health for the import and distribution of pharmaceutical products, if applicable;
  • Detailed technical proposal, prepared based on the technical specifications provided, including a description of the proposed products and confirmation of compliance with technical requirements;
  • Financial proposal, submitted in accordance with the official Budget Breakdown template (Annex IV), clearly indicating unit costs, VAT (if applicable), and totals per lot;
  • Quality and regulatory compliance certifications applicable to the products supplied;
  • Proof of the ability to ensure a reliable supply chain that complies with national regulatory requirements;
